In the opposite scenario where the floor has been used and abused by the constant dropping of weights on it, it may not be as safe.

Some floor surfaces like commercial rubber flooring are extraordinarily resilient and can withstand an incredible amount of punishment; they are also bacteria resistant and even used may be fine. Other surfaces like artificial turf or hardwood would probably be better new.
